Billing Rate

The billing rate field that appears in the user profile section is the default billing rate for that user when an invoice is created based on hours on a project timesheet.  The billing rate field that appears on the new/edit project page is the rate that applies for ALL users who log hours on this project.  If this field is left blank, then the billing rate in the user's profile will apply.
